This is a REALLY interesting article re the Special Counsel investigation and its focus being limited to counterintelligence and criminality, vs. Congress’ focus bring wider in scope to, say, dereliction of duty, or allegiance to a foreign power, etc., which might not constitute an actual statutory crime but could be a “high crime or misdemeanor.”
